The proposal was put forward by a number of organizations that have been working for some time to promote technological sovereignty. These organizations have started a process to share the work that has been done and to agree on objectives, establish common action lines, and share tools and resources.
The outcome of this process is the Strategies and Measures for Digital Empowerment for deployment by local councils.
